Pure essence allows you to make any runes.
Rune essence only allows you to make basic runes.

ooo alright soo we would be advised to mine pure rather then rune...
But when i was going to mine essence i clicked the teleport on aubury and whenever i mine on my noob account it gives me rune essence but when i go on this account it gives me pure essence and i think it's because i have a lower mining lvl(under 30) is it?

That's right. =)
I don't quite remember the exact level, but once you hit it you will mine pure instead of rune.

Just a question. What does the Double XP weekend got to do with mining essence? You'll just get double XP not double the item XD

I know, i didn't say i wanted to double my essence i actually just want to increase my runecrafting lvl =]

After level 40 or up mining, you start to mine Pure Essence.
