What the bug is: The Advertiser rank can't post on the 'News and Announcements' topics.

This is an easy fix. Althought I don't think I can access it.

I know it would be, it's just 1 permission that needs to be changed. I hope it's done so I can comment on the new and awesome updates that have been brought out recently.
