I'd like to offer you an alliances so that our Clans can fight along side one another.
i'm sure you'll go far and just think about it and get back to me. i'll discuss the matter with my Generals and the Dragon Core Division+

No, you aren't. If you want to join you have to apply using the correct format and then i'll test you as soon as possible. You will remain a recruit until i get a chance to test you. So answer is no, you aren't in the clan yet.
