so can i rename my forum account?
Well you can't have "~joker" since you can't have ~ in your Blitz user name, but you could PM Ryan and see if he can delete the account "Joker" and give it to you.
jeremy changed my name from mp3252 to this so he could probably change yours

No. He would just delete the use "Joker" and change your name to "Joker". That's if he would even do it.
