i saw people with on the forums that say "watched" under their name. what does this mean???
It means they've done the wrong thing, In my case I posted some really funny video and Jake warned me for nothin.

No lol, It means the staff is "watching" you because you've done something usually.
It means your account has reached a certain 'warning' level and you need to shape up before it gets any higher, which could result in mute/ban.
We will not warn you for nothing, as Jack may have suggested. If you post something that's against the rules enough then we will give you a warning. One that warning has reached 20% then you will be added to the watch list.
