The pictures taken isn't really enough evidence to take any action on. Besides, like you said before. It's only 2 bill, you could ask someone in Worldscape for 2 bill and you will get it very easily.
REMAKE POST: Some of those pictures wouldn't come up for me and i didn't get to see all of the evidence, he admitted that he scammed so an admin will take action on that, while i was reading it i realized that he also used offensive language so I'm going to mute him for 48 hours. The ban will be taken care of by an admin. Unfortunatly we can't get your items back but there will be action taken.
The user has received the appropriate restrictions for his actions.
