Because in the medieval time period merchants sold pigs which cost quite a bit of money. So they'd be easier to carry back to your house you were given the pig in a potato sack of sorts. The cat was a common animal you could pick up left and right so the merchants often put cats in the bags inste of pigs. When the person got home they would empty the sack expecting to find a pig, but getting a cat. There were no receipts back then so you couldn't get a refund on it due to no proof of you buying it from that merchant. To stop the merchant from being ripped off the people would "let thecat put of the bag" at the merchant's stall to get their pig.
