Update pack #4 has been released!

Included updates:
- The Mining skill has been restored to the game, along with ::iron and the Bronze Pickaxe spawn!
- Skillcapes have been added for players that have level 135 in skills. They can be purchased for 99k from Vannaka in Varrock.
- The help menu has been split up into two different menus, ::teleports and ::commands.
- The ::notele command was added to the command list.
