Oo, done a little UN thinking haven't we :D? Although, I do agree, but this could also see this being abused if players kick out a player for no apparent reason =\.

They wouldn't be kicked, they would no longer have the right to use the yell channel for the issued time via veto. Of course the veto system would required around 6+ people to veto, or a variation depending on how many people are currently online. e.g [ (playersOnline)/2/3 ] | [ (50)/2/3 = 8.3 = 8]

What about yelling once per fifteen seconds or perhaps a minute each time?
