Not on Classic. On Blitz, possibly, but Construction is a very complex skill.

You can't play Blitz unless you're a Beta-Tester or when Blitz is finally released, which should be soon ;D

I am pretty sure that Ry has posted pictures of the stats, which shows that construction is in fact on WS blitz.
