This clearly shouldn't be a rule. I should be able to go to varrock, talk to the makeover mage, and choose 'female' if I f*cking want to.

You can but if you read the previous posts one by one you would find out that Natalie ACTED as a girl.
It's alright to switch genders but acting as another will cause conflict,
